RPL Rulebook

The complete, current set of rules governing RPL gameplay, conduct, franchise ownership, and league procedure. All players are expected to know and follow these rules. Staff and referees have final say on all rulings.

Fundamental rules such as the out-of-bounds rule are considered implicitly understood and are enforced even if not explicitly listed here.

General Server Rules

Depending on the nature or severity of an infraction, punishments may be escalated. Repeated violations or multiple rule breaks may result in an immediate ban.

Gameplay Rules

Quarter Length
6-minute quarters.
Team Requirements
  • Minimum 10 rostered players per team
  • 4v4 or 5v5 only β€” 2v2 games are no longer allowed
  • Game format must remain consistent β€” if both teams agree to 4v4 before the game, it stays 4v4 for the entire game. Switching formats mid-game to gain an advantage will result in staff action
Forfeit Timer
  • A 300-second (5-minute) forfeit timer begins if a team is missing a required player, is inactive, or is AFK at the scheduled start or during gameplay
  • Teams must resolve the issue before the timer expires or face penalties including loss of possession, game forfeit, or further disciplinary action
  • If a player has a valid reason for going AFK, the forfeit timer will not start β€” all AFK situations are subject to review and abuse will result in penalties
Inbounds
  • 10 seconds to cross half-court
  • 5-second inbound timer (enforced in-game)
  • No self-inbounding
  • Over-and-back is not allowed (crossing half-court then returning)
  • To advance the ball, you must inbound it; calling a timeout during an active play to avoid a double turnover will count as a timeout used
Substitutions
  • Substitutions are permitted during any dead ball situation
  • Calling for a substitution during active play results in a timeout deduction
Technicals
Technical fouls may be assessed at a referee's discretion. A technical foul results in 1 free throw.

Ping / Connection Requirement

Maximum Average Ping

Players must maintain an average ping of 150ms or below to participate in RPL games.

  • Players averaging above 150ms will not be permitted to play
  • Players are responsible for ensuring their connection is stable before joining a game
  • Staff may require a player to provide proof of their ping if there are concerns regarding connection quality
Why this rule exists: This rule is in place to ensure fair gameplay and prevent connection issues from negatively affecting games.

Gameplay Realism Rules

You must play realistically to your assigned player. Watch game film and understand how your actual player plays. Violation of realism rules will result in penalties.

Driving Rules

A drive is only considered a drive when:

  • You take a layup or floater
  • You are inside the EBL zone
  • You use 45 power or below
  • You are directly attacking the rim

If the shot is not a layup or floater, it is not a drive. Leaning or fading near the rim may count as a drive depending on the shot attempt.

Jumpers & Fades
  • Fades from anywhere on the court β€” including near or inside the paint β€” are considered jump shots
  • Fading in 45 power range is still a jumper
  • Midranges and 70-power shots are allowed and encouraged realistically
  • Spamming midranges does not mean you are playing realistically β€” you can still violate realism rules this way
  • The only exception for heavy midrange spamming is for players modeled after characters like Kevin Durant β€” and even then, you must remain realistic
Stepback Rule
Using stepbacks to gain an unintended advantage (e.g., speed boosting forward) or spamming stepbacks is strictly prohibited.
Technical foul→Further discipline (extreme cases)
EBL Rule
  • EBL is only allowed inside the paint, strictly for eurosteps
  • You cannot EBL or hop over other players outside the paint
  • Referees are required to step in immediately if this occurs
  • Any use of EBL outside the paint will be called a violation
Screening Rules

Allowed: On-ball screens only (screening the defender guarding the ball handler)

Not Allowed:

  • Screening on defense
  • Off-ball screens to get yourself open
  • Any other type of screen β€” violations may result in a turnover or further penalties

Defensive Rules

  • Pressing is allowed below 1 minute only
  • Pressing on an inbound is allowed only during the allotted pressing window

Foul & Free Throw System

Fouls Are Determined Based on Stuns
  • If a player is stunned while shooting β†’ shooting foul
  • If a defender is stunned while playing defense β†’ offensive foul
  • Technical foul β†’ 1 free throw
  • And-1 (fouled while shooting and still makes the shot) β†’ 1 free throw

Refs will enforce these rules strictly to keep games fair and consistent.

Offensive Lag Rule
  • If a player experiences significant lag while on offense that directly impacts the play, a lag warning may be issued and the play results in an automatic redo
  • This call is referee-only β€” players may not request or argue it
  • Repeated lag incidents may lead to further review or corrective action

Goaltending Rule Clarification

Effective immediately, offensive and defensive goaltending will be strictly enforced.

What Counts as Goaltending

If a player touches the ball after a shot has been released but before the ball hits the rim, it is considered goaltending β€” regardless of whether the player is on offense or defense.

  • The points will count if goaltending occurs
  • The player who committed the violation will receive a technical foul from the referee
  • Constant or repeated goaltending violations will result in a 7-day suspension

Reminder: Make sure you understand this rule and avoid interfering with the ball before it makes contact with the rim.

Three-Point Attempt (3PA) Rules

  • 3PA limits are based strictly on total 3PA from Basketball Reference
  • Per-36, Per-48, or G-League stats will not be used
  • Walk-on stats do not count toward a player's official statistics
  • Referees will monitor and track 3PA compliance during games
  • Players must follow their assigned 3PA limit β€” no exceptions

Walk-On Rules

Walk-ons are players who are not formally rostered on your team.

Regular Season Limits
  • 5v5 β†’ 2 walk-ons
  • 4v4 β†’ 1 walk-on
  • 3v3 β†’ 1 walk-on
Postseason
  • Walk-ons are not allowed at any point during the postseason
  • Fielding walk-ons during postseason = automatic loss
  • A team made up entirely of walk-ons, or with only one rostered player, will be auto-forfeited
Note: Nobody has the authority to authorize extra walk-ons. Anything above the limit is an automatic forfeit. Additional disciplinary action may apply at staff discretion.

Postseason Rules

  • Minimum 7 games played required to be eligible for postseason
  • Play-in games must be completed before playoffs begin
  • Inactive teams may be auto-forfeited
  • To qualify for playoffs, awards, and rankings, a team must have played 70–80% of the league at least once

Power Rankings

Power rankings determine playoff seeding and qualification. A higher ranking means you've faced tougher competition and performed well. A lower ranking means you've mostly played weaker opponents.

  • A team that is 10–0 with a 6.2 power ranking may be ranked lower than a 4–0 team with an 8.2 ranking if the 4–0 team played stronger competition
  • Teams that duck real competition will receive a weak power ranking regardless of record
  • Strong competition matters more than farming weak teams

Anti-Duck Rule

Every team must play at least one game against every eligible team during the season. This is tracked and affects playoff eligibility.

What Counts as a Reasonable Challenge
  • Both teams have a minimum of 3 players ready
  • Teams are in the same conference
  • The challenge is proposed within active league hours
A Team Is Considered Ducking If They
  • Decline 3 valid challenges from the same team
  • Avoid a team for 2+ consecutive days while playing other teams
  • Publicly state refusal due to team strength (e.g., "too good" or "not worth it")
Penalties
  • 1st Offense β†’ Warning + forced priority matchup (must accept next challenge from that team)
  • 2nd Offense β†’ Win cap (max wins count for standings until matchup is played)
  • 3rd Offense β†’ Ineligibility for playoffs/events, or a loss added to the record
Protection for Weaker Teams: Teams may request one protected decline per opponent per season. After that, they must play or face a penalty.

Franchise Owner (FO) Rules

Eligibility β€” You Must
  • Not be a new member
  • Have prior experience owning, co-owning, or running a franchise, team, or league
  • Understand how the league works
  • Communicate clearly and professionally
  • Be active, reliable, and easy to reach
  • Have a clean record with no recent rule violations
  • Receive explicit approval from staff
You Are NOT Eligible If
  • You are a new member
  • You have no prior ownership/franchise experience
  • You are inactive, unreliable, or hard to contact
  • You have a history of breaking rules or causing problems
  • Staff does not approve you
Team Eligibility β€” Salary Cap Minimums
  • Playoff teams: owner must have $10M–$20M+ salary cap
  • Play-in & eliminated teams: $2M–$8M+ salary cap

Meeting these requirements does not guarantee approval β€” final decisions are made by staff.

FO Responsibilities
  • Cannot abandon or ditch your team at any point during the season
  • If stepping down, you must transfer the FO role to a willing and eligible player on your current roster
  • Leaving the server as an FO = permanent ban
  • Disbanding a team = 2-season FO blacklist (cannot own or manage a team)
  • Leaving mid-season harms not only your team but the entire league
Team Buying / Selling
Buying, selling, paying for, or transferring team ownership in any way is strictly prohibited. Teams are assigned and managed by league rules only. Any attempt to buy, sell, or trade ownership will result in staff action.

Salary Cap Rules

Current cap: $58M. (Updated from the original $74M cap β€” see Updates & Amendments below.)
  • Teams exceeding the cap must make adjustments immediately
  • Failure to reach compliance within the designated timeframe = entire team suspended
Coach Exploit Rule
Consistently switching between player and coach roles to manipulate the salary cap will result in player + team suspension. This rule is in place to maintain the integrity of the cap system.
Coaches Playing
Coaches cannot play in games. If a coach plays, it counts toward the cap and the team is forfeited.
Coaching Staff Limit
Each team may have a maximum of 3 coaching staff members. Extra coaches must be removed before the season or playoffs begin. Violations result in penalties decided by staff.

Referee Rules

  • Every game requires an official referee β€” no exceptions unless staff specifically approve otherwise
  • No ref = automatic forfeit
  • Only members properly roled in the Referee Department may officiate β€” anyone caught reffing without the correct role will receive a harsh suspension
  • Team captains and Franchise Owners are responsible for ensuring a referee is available before tipoff
  • Do not wait until the last second to check
Referee Abuse
  • Any form of abusing, controlling, interfering with, or removing a referee from a game = automatic game void
  • Players cannot manipulate officials in any way
  • If a player kicks, blocks, or disrupts a referee's ability to officiate, the game is immediately voided β€” no exceptions
  • Additional penalties may apply depending on severity

Anti-Hostage Rule

A Player Is Considered Hostaged When
  • They are not receiving playing time, AND
  • The owner is refusing to trade or release them
Criteria for a Hostage Request
  • You must provide evidence of your signing date
  • You must explain a valid reason why you haven't played ("I don't like how things are going" is not valid)
  • If you are a veteran, include your stats β€” owners may be quizzed on your activity
Request Requirements
  • Must be approved by Commissioners/Executives
  • One-time only per player
  • Must be submitted before All-Star Week
If a Player Is Found to Be Hostaged, the League May
  • Force a trade or release
  • Replace the Franchise Owner
  • Suspend players involved

Anti-Gatekeeping Rule

No player or Franchise Owner may gatekeep a team or deny other players fair access or opportunities. Teams must be actively managed and competitive β€” not locked down for personal gain.

Retirement / Unretirement Rule

This rule governs players who retire from the league and wish to return in a future season. It exists to preserve the integrity of roster decisions and prevent retirement from being used as a short-term workaround.

Retirement Season Limit
Players who retire are subject to a mandatory retirement period, measured in seasons, before they are eligible to unretire. The length of this period is set and announced by league staff.
No Bypassing the Limit
Once a player has retired, they may not pay, trade, or enter into any agreement with another player, Franchise Owner, or team to bypass the retirement season limit. Any attempt to do so is a violation for all parties involved, not just the retired player.
Voided agreement→Suspension for all involved
Equal Application
This rule applies to every player equally, regardless of standing, role, or team. It cannot be waived, negotiated, or bypassed through payment or private arrangement.
Effective date: The retirement season limit takes effect starting next season.

DOJ / PC Check Rules

False Accusations
  • Do not falsely accuse players of hacking
  • If a player has already been PC checked and cleared, stop calling them a hacker unless you have new proof
  • Repeated false accusations, trolling, or starting rumors can result in a suspension
How to Report
  • DM @infusedmarbles if you have a genuine, well-founded suspicion that a player is cheating
  • Do not repeatedly message staff or ping members without cause
  • Reports must include a legitimate reason and cannot be based solely on frustration or suspicion without evidence
Player Rights
Every player is allowed 1 PC check request β€” for real reports only. Using it to troll, waste time, or falsely accuse = punishment.
After a PC Check
  • If a player passes β†’ matter is closed
  • If a player fails β†’ they receive one chance to remove all cheats and pass a second check (conducted the next day or when staff approves)
  • If a player fails the second check β†’ they are suspended; return may only be possible through bail if applicable
Cheat Data Rule
Xeno app data or any executor app data found on a player's device counts as a violation. These folders may contain script or cheat-related files and will be treated seriously.

Team Trading / Transfers

Swapping, selling, buying, transferring roster spots, or using alternate accounts to move a player between teams is strictly prohibited unless you have explicit prior approval from staff.
  • Any player found trading teams will be suspended immediately pending investigation
  • Additional discipline (temporary or permanent ban) may follow depending on severity and intent
  • If you believe a team transfer is necessary, submit a request to staff before making any change
  • Unilateral or back-channel trades will not be tolerated
To Report Suspected Trading
DM a staff member or use the report channel with clear evidence (screenshots, timestamps, account names). Decisions after investigation are final, but you may submit one appeal once the investigation concludes.
No alternate accounts may be used.

Game Manipulation & Bug Abuse

Treated as Cheating
  • Game manipulation and intentionally abusing bugs or glitches will now be treated as cheating
  • Any player caught manipulating the game, exploiting bugs, or using glitches to gain an unfair advantage will face serious disciplinary action, including a long-term suspension or exile from RPL
  • Do not attempt to abuse bugs or manipulate game mechanics. If you discover a bug, report it to RPL staff instead of using it to your advantage

All awards are based on consistency, impact, realism, and activity. No stat padding. Players must be active and play enough games. Rule-breaking may disqualify you. During the awards stage, game quality also matters β€” opponents who are not highly rated will decrease your overall game rating. Coaching achievements are counted toward your coaching career only and will not be added to player achievements, and vice versa.

Staff Rules

Staff Abuse
Any moderator caught abusing their powers will be immediately stripped of their role β€” no excuses, no warnings, no exceptions. Staff are expected to uphold the rules, not abuse them.
Unauthorized Appointments
Any appointment made without prior explicit approval from @Alex Sarr, @Ryan Conwell, or @Stephen Curry is strictly prohibited. Appointments are only valid when one of the three authorized approvers gives permission and the person being appointed has explicitly agreed. Unauthorized appointments result in suspension.

9/3/26 β€” New Rule
Goaltending Rule Clarification added

A new Goaltending Rule Clarification section has been added to the rulebook (see the dedicated section above). Effective immediately, offensive and defensive goaltending will be strictly enforced.

Discovered bugs must be reported to RPL staff rather than used to your advantage.

8/29/26 β€” New Rule

8/9/26 β€” New Rule
Retirement / Unretirement Rule added

A new Retirement / Unretirement Rule has been added to the rulebook (see the dedicated section above). Players who retire are now subject to a mandatory retirement season limit before becoming eligible to unretire, and this limit cannot be bypassed through payment, trade, or any other agreement.

This rule takes effect starting next season.

7/22/26 β€” Walk-On Command Violation
:walkon command required

All players participating as a Walk-On are required to use the official :walkon command before entering the game. This command is used to properly track and verify Walk-On players.

Failure to use the command while playing as a Walk-On will result in:

  • 1 week suspension from league activities
  • A $10 USD or 1,000 Robux bail option to remove the suspension early
7/18/26 β€” Salary Cap Update
Salary cap changed to $58M

The league salary cap was updated to $58M (previously $74M).

7/18/26 β€” Gameplay Rules Update
New shot-move restrictions & cooldown
  • Consecutive Hop Steps β€” chaining or spamming hop steps is not allowed; they must be used naturally, not as a repeated scoring move
  • High Arc Floaters β€” cannot be spammed; repeated use is not considered realistic
  • Euro Step Spam β€” still allowed, but must be used occasionally, not on every drive
  • Spin Jumpers (180s, 90s, etc.) β€” fully restricted and no longer allowed
  • New Move Cooldown β€” any allowed signature move (hop step, euro step, high arc floater) may only be used once every 5 offensive possessions; reusing it sooner is a gameplay violation
7/11/26 β€” Reminder
"Long lays" are not allowed

A low-arc shot from midrange β€” especially with 50–70 power and using the backboard β€” is a midrange shot, not a layup. These shots will not count as a layup, floater, or drive.

Referring to a midrange shot as a layup does not change its classification. Any shot released with high power from outside a reasonable range that relies on the backboard will be officiated as a midrange attempt.

7/2/26 β€” Additional Gameplay Rule
Position restrictions & realism enforcement

All players must play their assigned positions.

  • Point Guards (PGs) must be the primary ball handlers
  • Forwards and Centers must remain in their designated defensive zones and may not guard the opposing Point Guard unless specifically required by a defensive switch
  • Forwards and Centers may not run Point Guard or act as the team's primary playmaker

Realism enforcement: spamming deep midrange shots (70+) or repeatedly taking midrange shots is not considered realistic. Teams must attack the basket regularly β€” you must drive to the paint at least every other offensive possession. Continuously settling for deep midranges will not count as driving or realistic offense and may result in enforcement.

Penalty: 7-day suspension, with a $10 USD or 1,000 Robux bail option to be reinstated early.

7/1/26 β€” Custom Players Rule
Custom players & walk-ons

Custom players may not participate as walk-ons using their custom player. To walk on, they must select a different role from the NBA roster.

Roster Movement
Trade / switch deadline lock

Players are not allowed to switch teams until the Trade/Switch Deadline. This is being enforced because players have continued to demand releases, and Franchise Owners have continued releasing players throughout the season, creating unnecessary roster instability.

  • Players may not request to switch teams before the Trade Deadline
  • Franchise Owners may not release players simply because they request it
  • Staff will no longer make exceptions or entertain complaints regarding team changes before the deadline

Team changes will only be permitted once the Trade Deadline is reached or if approved by league staff under exceptional circumstances.
